Do bumps on the lips and inside the lips always mean herpes?

i always have gotten bumps inside my bottom lip randomly. first id feeel like a stingy feeling and then they apear and after an hour they go away. now i got one on my uper lip, right on my lip and i dont know if it going to go away. its been more than hou and its still there but it give me the same stingy feeling when i touch it. does it mean herpes?
